that, since Mr. Didsbury voluntarily accepted

promotion to the post of Principal Printing

Officer, there appears to be no case for an

increase in his emoluments on the grounds that

he thereby lost his prospects of promotion to

the post of Chief Warder. Say that, if the

0.A.G. considers the increased salary attaching

to the post to be justified by its increased

responsibilities, the S. of S. will be prepared

to defer to his opinion, but he considers that

the increase in salary can be justified by this

alone.

I agree that an increase in the salary of the

post merely to compensate the present holder for loss of

prospects will hardly be justifiable.

On the other hand,

the fact that a post is a dead end is a relevant

consideration in fixing the salary, if only from the point

of view of getting suitable candidates.

I think that it is a fair assumption from

paragraphs 3 and 4 of the despatch that the Governor

considers the increase to be justified on merits.
